    Summary

    Highway Safety Improvement Program (HSIP): This federal transportation program is structured and funded to identify and improve locations where there is a high concentration, or risk, of vehicle crashes that result in deaths or injuries. To attain Virginia's vision Towards Zero Deaths, the Virginia Department of Transportation (VDOT) adopted HSIP to identify intersections or highway segments with above-average total and injury crashes for existing traffic, analysis of crash trends and existing conditions, and economic and/or risk evaluation of proposed safety project benefits. 

    VDOT's HSIP consists of the following programs:

    • Highway Safety Program- Identifies and improves locations where there is a high concentration, or risk, of vehicle crashes that result in deaths or injuries and to implement strategies to attain Virginia's Towards Zero Deaths vision
    • Systematic Safety Improvement- Addresses crash types that are not identified through crash frequency, a systemic approach targets/identify locations where risk is greatest regardless of crashes.
    • Bicycle and Pedestrian Safety Program- Reduces risk from exposure to motorized vehicles by reducing the speed of motor vehicle traffic where pedestrians and bicyclists also travel, and by ensuring appropriate pedestrian and bicycle safety infrastructure is included on the highway network where pedestrians and cyclists travel.
    • Highway-Rail Grade Crossing Safety Programs-  Provides funding for the elimination of hazards at public railway-highway crossings in Virginia.

    The eligibility criteria for each program includes, but is not limited to:

    • The Highway Safety Program- Must target vehicle only crashes and requires a cost-benefit ratio analysis.
    • The Systematic Safety Improvement- Must utilize a risk assessment methodology that addresses risks throughout the network of roadways.
    • The  Rail Safety and Bicycle and Pedestrian Safety- Require a risk analysis due to the unpredictability of crash types.

    Eligible applicants include local governments, VDOT districts, and regional staff.

    Deadline Details

    VDOT will only be accepting FY 20 Highway-Rail Grade Crossing projects during the August 1st to November 1st intake period.

    Generally, applications are accepted from August through November, annually.

    Award Details

    For FY18, a maximum of $62,000,000 is available for highway and non-motorized safety improvements and $4,700,000 is available for highway-rail grade crossing improvements. A cost match of 10% is required.
