The Coronavirus Pandemic hit healthcare providers especially hard as they had to simultaneously deal with increased and expensive safety protocols and declining revenue as elective surgeries were canceled and demand for non-COVID health services declined.  The strain was particularly acute for the IT operations at health care facilities as providers had to quickly reorganize to support a remote workforce and deliver care via telemedicine technology.

As part of the federal response, $178 billion in stimulus funds has been allocated to help providers deal with these operating deficits.  The funds can be used to support healthcare-related pandemic expenses as well as to replace lost revenue.  Many providers were reluctant to spend these funds because of changing guidance from the Department of Health and Human Services (HHS).  The good news is that the latest stimulus package signed into law on December 27, 2020 codified many of these regulations and give providers added flexibility in how they can spend these federal dollars.

Every year, through the Nita M. Lowey 21st Century Community Learning Centers Grant Program (21st CCLC), the US Department of Education provides funding to State Education Agencies across the country, which is then regranted to Local Education Agencies. LEAs serving students who attend high-need schools utilize this program’s funding to support the creation and expansion of “community learning centers,” which provide academic enrichment opportunities during non-school hours for students. Funding can be used to help students meet state and local standards in core academic subjects, offer students a wide variety of enrichment activities, provide literacy and other educational services to students’ families, as well as a myriad of other supports.

What if we could teach remote students and physically-present students at the same time and achieve quality learning outcomes for both? We can! With the help of Microsoft Teams Meetings and HP, the Susquehanna Township School District in Pennsylvania designed an All Remote Access solution for its five campuses. The $900 billion Coronavirus Response and Relief Supplemental Appropriations Act includes nearly $82 billion in additional funding for the Education Stabilization Fund! It looks like the coronavirus is here to stay for the duration of 2021. Despite their best efforts and nearly $30.75 billion in previous funding supports, many education providers are still struggling. Fortunately, a timely holiday gift from Congress has arrived! An additional $900 billion in stimulus funding has been allocated to support the nation’s ongoing response to the global COVID-19 pandemic.

Within the Coronavirus Response and Relief Supplemental Appropriations Act, nearly $82 billion has been allocated to the US Department of Education to make supplemental awards under the suite of Education Stabilization Funding programs previously established by the CARES Act. Of relevance to K-12 education providers are two programs in particular, the Elementary and Secondary School Emergency Relief Fund (ESSER) and the Governor’s Emergency Education Relief Fund (GEER). There are a few changes of which K-12 education providers should be aware. Most notably, a $2.75 billion set aside exclusively for non-public schools!

Every year, the US Department of Education provides funding to the Texas Education Agency to regrant to Local Education Agencies (including independent school districts and open-enrollment charter schools), Education Service Centers, community-based organizations, and more through the Nita M. Lowey 21st Century Community Learning Centers Grant Program (21st CCLC). This program supports the creation and expansion of “community learning centers” that provide academic enrichment opportunities during non-school hours for students who attend high-poverty and low-performing schools. Funding can be used to help students meet state and local standards in core academic subjects, offer students a wide variety of enrichment activities, as well as provide literacy and other educational services to students’ families. In Texas, the 21st CCLC program is called, "the Texas Afterschool Centers on Education program," or Texas ACE.
